  1.3     "Sec. 2.  EFFECTIVE DATE.

  1.4     (a) For purposes of determining whether section 1 becomes

  1.5  effective, the board of trustees of the Public Employees

  1.6  Retirement Association shall be considered to be comparable to

  1.7  the city council of a local government unit.

  1.8     (b) Section 1 is effective on the day after the board of

  1.9  trustees of the Public Employees Retirement Association and its

  1.10 executive director complete in a timely manner their compliance

  1.11 with Minnesota Statutes, section 645.021, subdivisions 2 and 3."
