  1.5     "(b) As part of each audit of the Minneapolis Firefighters

  1.6  Relief Association, the state auditor shall review the

  1.7  eligibility basis for each new benefit recipient or each

  1.8  recipient with a benefit change and shall review the statutory

  1.9  or plan document basis for the calculation of the benefit amount

  1.10 in order to determine whether or not the benefit is properly

  1.11 paid.  The state auditor shall include a general summary of that

  1.12 review in each audit and shall assemble specific details of that

  1.13 review as part of the audit workpapers.

  1.14    (c) This prohibition does not apply to any reduction in the

  1.15 amount of any benefit that is required by operation of law or

  1.16 benefit plan document in effect when the benefit first becomes

  1.17 payable."
